Understanding GOSI in Saudi Arabia
What is GOSI?
GOSI (General Organization for Social Insurance) is the government body responsible for administering social insurance in Saudi Arabia. Established under Royal Decree, GOSI manages retirement pensions (Annuities), occupational hazard insurance (OAHI), and unemployment insurance (SANED) for workers in the private sector across the Kingdom.
Who Must Register?
All private sector employers in Saudi Arabia are required to register with GOSI and contribute on behalf of their employees. Both Saudi nationals and non-Saudi expatriate workers are covered, though the contribution rates and benefits differ based on nationality. Employers must register employees within the first month of employment.

Frequently Asked Questions
What is the GOSI wage ceiling?
The GOSI contributory wage ceiling is SAR 45,000 per month. This means that even if an employee earns more than SAR 45,000, contributions are only calculated on a maximum of SAR 45,000. The contributory wage includes basic salary and housing allowance. Any salary component above this ceiling is not subject to GOSI deductions.
Do non-Saudis pay GOSI?
Non-Saudi employees do not have any GOSI deduction from their salary. However, their employers are required to pay 2% of the contributory wage for OAHI (Occupational Accidents and Hazards Insurance). Non-Saudi workers are not covered under the Annuities (pension) or SANED (unemployment) schemes, as these benefits are exclusively for Saudi nationals.
What does OAHI cover?
OAHI (Occupational Accidents and Hazards Insurance) covers work-related injuries, occupational diseases, and workplace accidents. It provides medical treatment, disability compensation, and death benefits resulting from occupational hazards. This is the only GOSI component that covers both Saudi and non-Saudi employees, funded entirely by the employer at a rate of 2% of the contributory wage.
What is SANED?
SANED is Saudi Arabia's unemployment insurance program, available exclusively to Saudi nationals. It provides temporary financial support to Saudi employees who lose their jobs involuntarily. The contribution is split equally between employer (0.25%) and employee (0.25%), totaling 0.50% of the contributory wage. Benefits are paid for up to 12 months.
What is included in the contributory wage?
The GOSI contributory wage includes the basic salary and housing allowance. Other allowances such as transportation, food, or commission are generally not included in the GOSI calculation. The total contributory wage is capped at SAR 45,000 per month. Employers must ensure accurate reporting of these components to GOSI.
